Ja napisałabym w zdaniu twierdzącym 'We/I don't belive this will ever happen'.
W przypadku pytania natomiast 'Will it ever happen?'
Moim zdaniem bez 'ed' :)

Ja bym powiedział:
We don't believe it would ever happen.

Chyba, że to już wystąpiło, to wtedy:
We believe it will not happen again.
