barely, scarcely - mistake in task?

In theoretical part is written:
"Barely is an adverb that refers to something that is happening so slightly that it almost is not happening at all.
Scarcely is an adverb that describes something that is only just happening or only happened a moment before."
And then in next task the proper answers are just opposite to theory. Am I wrong?

I had barely finished my coffee when the boss returned.
The country had scarcely any agriculture.
