We must give precedence to mechanisms which facilitate the access of citizens to the courts so that their rights and lawful interests can be enforced throughout the Union.

Article 60 states that "The People's Advocate defends the rights, freedoms and lawful interests of individuals from unlawful or improper actions or failures to act of the organs of public administration."
