It can only be regulated by law, and solely as regards acts of public authority and judicial affairs.

However, for this provision to apply, the special functions of the undertaking must have been conferred by virtue of an act of public authority.

Similarly no Government organ may effect any act of public authority in the Senate or the Chamber of Deputies without the consent of the president.
